Yep.  It's easier to cut a position that is vacant than one that is not.

And knowing something about federal and state hiring practices, it's almost impossible to legally create and fill a position like this for a "fair-haired" candidate. Appointed positions are all about being "fair-haired." These types of positions have to follow specific, rigid, and legally enforceable policies regarding advertising and hiring.
