This does have a certain ring of familiarity. The motor-pool supervisor once
told me to "take a couple of trips to Reno" if I didn't want to lose my
vehicle. Government logic has not apparently changed since the last millennium.
My suspicion is based on personal experience (not this "province"), that while
not specific to this case, caused bells to go off in my head. Let's say that I
learned to read USFS ads a lot more closely. I still suggest that prospective
applicants read all notices very carefully. If I wanted this job, and if there
was enough time, I'd go the Hq and buy the lowest secretary on the totem pole a
drink--in theory. But that would still cost me more than just applying and
maybe traveling long-distance for an interview.
While I sincerely hope that your confidence is well-founded, I still kinda
wonder . . . Like, like what caused the foot-dragging on filling the
"position," when was it budgeted, is the "position" really necessary . . . ? It
would still be interesting to know how many widely-advertised "positions" in
government end up being filled by a local?
Mind you, I'm not necessarily opposed to fair-haired boys and girls--I was one
myself once, and I have advocated cutting HR out of the hiring picture entirely
and letting the people needing the staffing hunt for their own ("impractical,"
of course). I suspect that there are more than a few cases where the
bureaucratic "i'" and "t's" are being crossed--at the expense of a lot of
"applicants" who haven't a snowball's chance in hell of being hired. If such is
the case, it's just plain immoral.
I'm not cynical, just a bit skeptical.

Dear Wayne, although I am not a federal employee I have watched federal
hiring practices and seen ads like this before that have nothing to do with
"fair-haired boys" or girls. What they have everything to do with is getting
people on board before drastic budget cuts occur so that you don't
automatically lose funding by having money sitting around for an unfilled
