Probably.  There was a feeding frenzy when WalMart made AS2 mandatory.
Some companies offered 'free' AS2 software for WalMart ONLY, expecting to reap 
the rewards when additional partners are required.

Now they are in a position where they need multiple AS2 solutions, because 
their WalMart AS2 software is prohibitively expensive to 'upgrade'.

An unlimited connection scheme is nice, but it still requires some work to 
setup each partner.  The suppliers I deal with charge a small amount to add any 
additional partners.
