It certainly _is_ a Data Interchange question ;-) Many Trading Partners are using ftp as an alternative to VANs. You don't have a big turnover of customers, so the management job is much simpler. It should be easy to write the files to an ftp server, where each account (city) is in a different folder. You then have to assign passwords to each of the folders and give the info to the customers. If the monthly bill has a filename which includes the date, then they can manage their own files (ie. delete them when done, etc.) Another alternative is to email them out. That may be even simpler. The only complicated part is changing your existing Billing/Printing process so that the bills are separated by customer and processed individually.
