First of all, the vast majority of companies using X12 in North America do not pay the $5,000 for the standards.
Second of all, the vast majority of companies using X12 in North America are not making a conscious decision about what standards to use, they are simply responding to a decree from a trading partner. Third of all, notwithstanding the holier-than-thou bleating about the justification for that cost, methinks the $5,000 for the standards provides a barrier to entry for upstart developers.
