Your views are passe (they shouldn't be, but they are). Testing is now quoted separately in every quote I've seen. It's all smoke and mirrors, like prices at retail stores being $399.99, somehow people view that price as being $300ish rather than only one penny shy of $400. Also, truly horrific, I've been part of an outsourced project where the customer was told that the promise of maps being delivered on a certain date meant only that the maps would be delivered, not that they would actually work. How does that sit with you? I found it appalling.

This "testing as a separate service" reference popped up in a couple of posts this thread. As far back as I go (1967) , "testing" was an assumed integral and inseparable part of software development.
