Well, your source code is already on github: https://github.com/tianocore/ You could just make that the authoritative repo going forwards instead of being an svn reflection. So you just need a mailing list. I'd suggest moving to vger.kernel.org because it handles the high volume linux lists without issue. I can ask DaveM to set up the reflector if you want.
