wrt outside people: In my experience, in nursing, social work, etc., it is more common to have a statistician, ed, or psych person on the committee (or at least to check with one) than not to have one . In psych, many departments don't have much depth in a particular subfield, e.g., gerontology, early childhood, etc. and it is not unusual to get an outsider on the committee. I have the impression that smaller schools with a relatively stronger emphasis on teaching by faculty, are more likely to look outside.
