One of the many good features of the NCI course is that it provides
some of the background that led us to where we are today.  

<soapbox>Resentment toward IRBs is something that people might joke
about, but the joking is something that should not be tolerated, in
the sense that every step that can be done to stamp out such
attitudes should be taken. If those in authority condone such
attitudes or do not speak out against them, subordinates will view
it as an accepted way to do business. Teachers have a responsibility
to students to let them know in no uncertain terms that resentment
towards Review Boards and funding agencies concerning Ethical issues
is NOT an acceptable way to do the business of research.</soapbox>

(I'm not being critical. I believe we're already sharing the same
soapbox.)
