Yes, Costs seems to be the prevailing reason in Z900s given that Websphere is quite expensive if u are to deploy it on several CPUs. So a Linux buff might be tempted to stick with RedHat to use existing APIs (but apache is part of websphere if am not wrong) and spend less money while keeping ZOS only for background and core orchestrating features.
