It has happened to me - not on a K3 but on a power supply.  I sold a perfectly 
good 50 Amp Astron linear DC supply on eBay.  Guy said it didn't work and 
shipped it back to me.

Before I sold it, I added 3 new MOV's as per an article on repeater-builder.  
They were a certain color and size and of course I soldered them in place - I 
knew what they looked like.

When I received the power supply back, I opened it to check it out.  I 
immediately noticed the transformer only had a single MOV across the input 
leads and it was discolored due to heat or age or both.  The transformer was 
not connected on the low voltage side at all - the remnants of the old leads 
were still soldered to diode/rectifier parts and appears to have been cut from 
"my" transformer with dikes.  The cork pieces between the transformer and the 
case were gone - I had added an extra piece to help with the hum - all gone.  
This wasn't my transformer!!

Since the transformer was disconnected on the low side I plugged the supply up 
to AC and flipped on the switch and the supply's fuse blew >:-(

I bypassed all of the internal wiring in the supply and tied the high side of 
the transformer to AC and plugged it in on the bench - it blew the breaker on 
my power strip.  So, I gave away my good working transformer to some guy who 
needed it in his supply. 

I made a case with eBay and the only resolve so far is the buyer was delisted 
and they have refunded all of my fees.  The case is ongoing.

The  buyer was not a ham to my knowledge.

Maybe some people do this, but I have never had it happen to me, and I
buy/sell on QTH, and QRZ.  I suspect people looking for a good excuse to
not offer returns, no matter what.

Personally, I won't purchase from a person claiming parts swappers are a
problem.  Why?  It gives them an excuse to sell me a radio I can't
return for any reason-- even if it does not work out of the shipping box.

I am sure someone someplace got burned by this, but it looks like an
excuse to me.  Hence why I don't trade with people that claim that.
