It is not yet a plan. Rather research behind the scenes.
So far, there are several obstacles. Namely, (1) WORG links we are
discussing here; (2) Donation payments that require non-free JS.
Depending on whether we can overcome these obstacles, research may or may
not turn into actual plan.

We can use export filters if we really need to.
As for markup level, it is a tangent. The relevant discussion is
now-stalled inline special blocks effort.
