no you can't - BUT
A - menu are part of the UI not an seperate application
B - menus do not drop from the menu bar by themselves
C - menus do not bounce, jump around, or in any other fashion expand out
of the menu bar UNLESS EXPLICTLY asked to by the user.

yes - but not just me - to most users
as an example, on some of he 15 PCs I also admin, Real player has
recently sent something that causes the 'quick start' icon (in the lower
right corner) to flash. I have had 10 people ask me how to turn it off
as it was annoying.
Flashing, bouncing, or other moving objects - that the user has not
requested - *are* an annoyance, a distraction and break in the UI.
