Sheafe, The Default encoding is whatever you have selected in Setup-Account-Options-Default Encoding. I have mine set at Apple Double and generally speaking, both PC and Mac users can open the files. The exception is that I have to use Base 64 for most AOL users, although not for my daughter even though she uses AOL. I have two friends using Outlook Express on the PC, and both of them have reported the same problem. Any attachment, text or photo, that I send them gets screened as dangerous. I think the problem is with your friend rather than you, as both of my friends talked to their ISP tech support and finally figured out a way to solve the problem. I think the ultimate solution would be to find a way to erase Outlook Express from all computers on earth, but I doubt we can get it done soon.
