I tried to reproduce your problem with the File Exchange control panel but changing the handler for files with extension "html" works for me. Sounds like the control panel isn't recognising the file you selected as an application. Are you sure it's the Mozilla application you're selecting and not an alias, for example? Have you been able to change the www helper app to Moz with the Internet control panel?
