Bill-
Two things are happening here.  One is that my ISP does in fact spot 
certain spammer messages and insert a prefix in the subject line before 
sending them to me.  They only block those with a virus.  Secondly I have 
created Mail Actions which causes my ISP to insert a prefix in a subject 
line.  I don't have to test this for they did this before I made up Mail 
Actions, but just in case I will test if for a few days by disabling my 
Mail Actions and thanks for the tip. 

I will answer the second part of your email regarding *proper education* 
in a separate email titled as such since it is not Emailer related and 
the other folks may simply want to delete it.
