Doug, Let me get this straight: * your ISP is prefix-ing "SPAM" to all detected spam * you have found this is doing a good job of identifying spam If so, I would think you would NOT have to keep adding more actions. You simply need a single action, one which would move (or delete) emails with this prefix. If the only reason you do NOT want to do that is that it might erroneously block a thread such as this, then the question is: Can you control exactly what the prefix (applied by your ISP) is? If, for example, you set it to something very unique like "myISPFlaggedSpam," your action could hardly miss. Or, it could be that you would find something unique in the mail headers which your ISP does at the same time it prefixes the subject.
