The server has no way TO notify you that the account is full. There is no such ability in the POP protocol (nor IMAP to the best of my knowledge, but I admit I haven't read the full RFC on that). This wouldn't normally happen in Emailer because each time you collect the mail, it is deleted from the server. However, as others have pointed out, OS X's Mail.app doesn't do that by default. Mail.app is designed around the IMAP protocol, which expects you to leave your mail on the server, so by default Mail.app leaves all mail on the server.
