I don't know for sure ( I will check) but the call to make the shortcut
doesn't seem specific to gnome, KDE should make the equivalent shortcut
with the same command.
I will point out that the EMC configuration picker has the option to 

create a desktop launcher. Will it not work in KDE etc?

If it's is specific to gnome I will look into a gnome check.
Also the shortcut has a check button so the user can decide
not to create one.

Yes we don't quite see eye to eye on that.

It creates a symlink (shortcut) to the folder that holds all the config files
that stepcong just made.
