AFAIK there isn't a system call to do this, like Windows. You create a 
.desktop file and drop it in the user's desktop folder.

Most modern window managers including Gnome and KDE recognize these 
though they may handle them slightly differently.

Create a shortcut with the emc launcher. Now right click on the shortcut 
and open it with a text editor such as gedit or kate. That should give 
you a good idea how it all works.

Ubuntu 6.x doesn't understand .desktop files but 10.4 does.
