This models a linear dependency of delta-torque to delta-time, which
seems like it should break down at some point.

I used to design dynamometers for testing/characterising small
electric motors. Such a machine wouldn't spot step-to-step variations,
but should be able to measure the stall torque.
The tricky part might be injecting variable jitter.
