If you can get the spindle to stop at a known angle, you can then offset 
the X-Y
so the tool can safely be brought up without touching.  But, if it is not
a servo-controlled spindle, that gets harder.

What you suggest requires stopping at the bottom of the G33.1 cycle, and
then manually adjusting the boring head.  Not so easy.  Only Estop will
stop that cycle.
