The process is the same as before and can be looked for in the "Contributing to LinuxCNC" document. The patch submission change/method is currently being discussed as can be see on this mailing list, so things are not exactly clear (at least to me).
My opinion, is to have something like: http://sourceforge.net/p/emc/bugs/ but made only for patches, like http://sourceforge.net/p/emc/patches/[1]. This would: 1) Not overload this list. 2) The path submitter, and the rest of the world, would know if the patch is being taken care off, besides the discussion would be public 3) Anyone can participate on it, or being assigned be free will to the patch 4) If the number of patches are large, someone that volunteered to take care of them (like me) would not feel to much pressure, as it would be clear to the remaining members that the work volume is large 5) Someone with a higher knowledge of linuxcnc (frequent contributor), could directly place the patch here, and skip the "web patch" procedure. If the patch got a approval there, then it could be placed here. If things start to go well maybe it can even skip this list. This is for me how it could be done, at least this is how I see that I can help.
