If there's an interface layer that masks away the actual complexities of the data storage this is less of an issue, but how complex that layer needs to be or has to become to support a particular storage backend makes what format that backend is in quite an important important I think. Thinking from the perspective of third party tools and maintaining a more featureful tool library, reasonable thought should be given to how the user can manage whatever new solution is found. The wiki doc specifies being able to define what looks like a shop-level tool library that can be assigned per machine. In that case, adding/changing/modifying tools will be more complex than just having the table editor.
