To my knowledge, the only technical file associated with the
EU EMC Directive _is_ the "Technical Construction File", and
this is only needed to obtain compliance approval via a
Competent Body so you can raise your DoC and affix your CE
Mark (and only then if you have chosen the TCF route to
compliance). 

In fact, I didn't think anybody else needed to see a TCF
after it was approved (other than you keeping it for 10
years in case the regulatory authorities asked to see it
after a complaint). I always thought the CE Mark and DoC
were supposed to be sufficent documentary proof of
compliance to get past Customs. 

(Whether a Customer expects/demands to see your TCF is an
entirely matter).

The only "Technical Files" I know about are those which are
_mandatory_ for both the Machinery and Low Voltage
Directives.
