Hello:

My HP48G calculator (very low voltage) users manual has a Declaration of
Conformity:  For safety, it declares compliance to EN 60950 & IEC 950.

It also caries the NOM & CE marks...of course these marks address issues
other than electrical safety also, but...

Hazardous Energy?  Scott I believe has a point here.

With a 12V battery system, you will have to address the issues of hazardous
energy - ie.the heating effects of battery current under short-circuit
conditions. Even a small battery pack can heat a wedding ring nearly white
hot.
