Joe My comments:
The "N" appears in many IEC/EN standards under the "Markings" clauses for terminals EXCLUSIVELY intended for connection of the neutral conductor of the supply - but I believe that it is generally only necessary in most countries for equipment for connection to 2 or more phases, or where there is a specific functional requirement for polarity of connection. In most other equipment it generally does not matter which way around you connect the Live and Neutral, and so markings are not required as double-pole disconnection devices are also required in all cases. For pluggable equipment this can be the plug, and for fixed connection equipment an external d/pole isolator is generally required in the building installation. I believe that the "L" marking is generally only specified in some older British Standards which are unique to this country - and others which have historically (more or less!) followed UK installation practice. For example I am pretty sure (although I do not have a copy of the standard) that it is specified in BS1363 - the safety standard for British 3-pin plugs - and in the related UK Statutory Instrument which previously applied for connection-instructions labels to be applied to the flying ends of power cords fitted to domestic appliances (now withdrawn, I think, because of another SI which requires a plug to be fitted to consumer products). Perhaps it is more an issue in North America if there are situations where single pole isolation is acceptable - but, then, you don't use L&N markings anyway!
