It is very similar to North America where products are used in an OSHA regulated area (UK translation OSHA = HSE).
If OSHA applies then equipment must comply and be assessed by an NRTL. The US is more stringent than UK and other countries. This is (I believe- Horst, please correct me if I am wrong) the same philosophy of a major German Trade Union(s) that negotiated a requirement that any equipment used by their members must have the TÜV GS Mark. What is compelling (in the sense of morality) about this story is it was not mandated by Governments nor Trade associations to create work - it was created by a Trade Union to protect its membership - I, personally, think that those who took the step deserve great recognition to their contribution to society. Under national implementations of the EC "Workplace Framework" 89/391/EEC:"Measures to encourage improvements in the safety and health of workers at work" directive and its subsidiary directives, some national legislation requires "own-use" equipment to be compliant to Directives compliant & some also requires that it be CE Marked. It appears to me that one can import non-certified 61010-type equipment for in-house use. But, it technically must still be able to pass safety, EMC, ESD, surge, and so on.
