A caveat!

Under national implementations of the EC "Workplace Framework"
89/391/EEC:"Measures to encourage improvements in the safety and health of
workers at work" directive and its subsidiary directives, some national
legislation requires "own-use" equipment to be compliant to Directives
compliant & some also requires that it be CE Marked. This is true in the UK
and may be true elsewhere. You have to check directive by directive!

Joe,
I looked into this last year. It appears to me that one can import
non-certified 61010-type equipment for in-house use. But, it technically
must still be able to pass safety, EMC, ESD, surge, and so on. Pretty much
like self certification without the final step or two.

Greetings,

We are planning to manufacture up to 50 units for laboratory use.  Each of
these units will be one of a kind.  These units will be shipped to the EU
to our own laboratory and operated by our personnel.  If I recall correctly
there are exemptions for one of a kind units for EMC, LVD and Machinery
Directives.  However, I was unable to locate this information in the
guidelines to these Directives.  Can members of the group provide me with
specific information regarding the requirements, if any, for one of a kind
units located in the manufacturers facility and operated by employees of
the manufacturer in the EU?
