Joe,
Briefly speaking the test plan shall detail goals and strategies to achieve
them. 
-       goals: list of countries, standards & regulations you are intending to 
meet
(regional, national, international for safety, EMC, environmental, etc.),
-       strategies: path you are taking to meet your goals (describing approval
strategy and timeframe). 
If this plan needs to be presented at the meeting the best choice would be
have a few slides outlining requirements and approval strategy otherwise stick
with text document, checklist and schedule.
