The basic requirement is that the fuse must be certified, and that the fuse certification must be accepted by your certification house. The parameters you mentioned, cold resistance and melting temperatures, are usually not controlled by fuse certification. Indeed, you should be able to use ANY 1.6-amp, 250 V fuse in your application provided the fuse certification is accepted by your cert house. Slow-blow, cold resistance, melting temperature, and similar parameters can be selected so as to prevent nuisance fuse operation. The major parameters, 1.6 amps and 250 volts are what provide protection in the event of a fault.
