On the other hand, if the product and brick are safe with the brick fuse shorted, then the fuse is functional in nature, and need not meet IEC 60127. My expectation is that the brick would be certified for safety independent of the end-product. In this case, you can ignore the suitability of the brick fuse because the fuse was accepted as part of the brick safety certification.
