The effect of using different fuses on the safety of the unit for the end-user should be validated by empirical test data.
Depending on the NRTL and/or NCB that has issued recognition or certification, and how the component is described in the TCF or CDF, you may have to submit as an alternate construction. If the fuse is user-replaceable, the Product Safety Engineer should test the unit using various fuses of same ratings, as stated on unit's labels and in the installation instructions, where other parameters are not similar. Not necessarily required by most safety standards in the LVD, but just a good "due diligence" thing to do...
