It's not logical, indeed, and the story is a complicated one. Neither
TC92 (formerly responsible for IEC 60065) or TC74 (formerly responsible
for IEC 60950) were responsible for the Basic standards on clearance and
creepage distances, which are produced by TC28. The revisions of the
TC28 standards (IEC 60664-X) which have led to the new reduced values,
were long and controversial processes. TC74 adopted them at an early
stage in the revision process, AIUI, but TC92 did not. 

IEC 60065 is under continuous review (as is IEC 60950) in the new(ish)
committee TC108, which replaced TC74 and TC92, and there are two large
amendments in process. I am not able to say whether the new clearance
and creepage distances will be introduced or not. It depends to some
extent on the progress of the integrated standard that will replace both
IEC 60065 and IEC 60950.
