Perhaps I mis-stated. What I actually need is an EMC design checklist that
a
design project team can use to determine and satisfy themselves that EMC
has been considered and implemented on a given design project.

I would hesitate in implementing a checklist.
They are OK as a first cut - but a much better approach
would be to look up a local EMC Chapter and attend a
few pertinent meetings.
