Joe:
If you look at the NIST requirements for nationally recognized test
laboratories you will see references to calibration laboratories that are to
be used by NRTLs.  There is no requirement that these laboratories must be
ISO17025 registered.  The pressure comes from A2LA where they say the NRTLS
and calibration laboratories using other calibration laboratories must be
A2LA approved.  Most knowledgeable laboratories will investigate your
quality system if you are not registered.  It is a good idea to be
registered but with which club.  I understand that not all registrars are
accepted.  There even seems to be some difficulties between NVLAP and A2LA.
It is important to join the right club.
