The  IECEE CB Scheme SMTL  and TMP accreditation (Safety) requires that both
the Testing lab and the Calibration lab be accredited to ISO/IEC 17025:1999
(E). The Industry Canada network test lab accreditation is also based on
17025, though I think they use it as a guide more than a requirement.

While (for America) the NIST has not said that IEC/ISO 17025 accreditation is
required for cal labs, is required that your calibration contractor, and your
facility, be accredited if you expect an NCB to accept your test data under
the SMT or TMP programs. 

The certificate will list the basis (scope), and typically defines the
activity performed. For Product Safety and/or EMC testing, the cert will list
the applicable standards, and sometimes delineates individual tests, for which
the "lab" has demonstrated competency.
