Brian,

I have found that the NCB's do not require that you actually be accredited to
ISO 17025 provided you can prove that you meet the requirements.  I run a lab
here for my company that is not accredited, but could be with little work if a
customer required us to go through the work.

While (for America) the NIST has not said that IEC/ISO 17025 accreditation
is required for cal labs, is required that your calibration contractor, and
your facility, be accredited if you expect an NCB to accept your test data
under the SMT or TMP programs.

The certificate will list the basis (scope), and typically defines the
activity performed. For Product Safety and/or EMC testing, the cert will
list the applicable standards, and sometimes delineates individual tests,
for which the "lab" has demonstrated competency.

Reference IECEE 01, 02, 03 (on their web site).

Is compliance with ISO 17025 General Requirements for the Competence of
Calibration and Testing Laboratories a requirement for calibration and
testing laboratories, or is it voluntary? Are the requirements dependent on
