Note that compliance with, and accredited to, are a separate item.  
There is no "law" that says either a test lab or cal lab need to be 
accredited to ISO 17025.  However, note that many test labs are 
accredited to ISO 17025 and thus usually require their cal labs 
to also be accredited to ISO 17025.  The alternative would be for 
the test lab to perform an extensive audit of the cal lab, including 
standards traceability to the NIST, or appropriate national standards
organization.  

Most cal labs have become accredited to ISO 17025 for two purposes.
First is to show their competence, and secondly, as a response to 
customer requirements.
