How about 100 kV pumped into a corner reflector with a gain of 10 dB? This
will give 5 kV/m at 50 meters. Perhaps this won't break the auto electronics
but a continuous pulse stream might cause the electronics to malfunction as
long as the pulse stream hits it.

One of the more interesting military problems is how to confuse the
microprocessor and/or sensors in a smart munition that's about a 100 meters
over your head. Nice short pulses are rich in harmonics, and existing
electronics can generate well more than 5 kV/M at the target. Target
frequencies are well above 10 GHz.

A few years back, there was a San Diego company that made some headlines by
claiming to have a field-ready EM gun that could be carried (or at least
mounted) in a police car. The claim was that they could immobilize the
electronic engine control system in newer cars. On looking closer, they were
really closer to the proposal stage, and looking for serious development
money.

They also proposed another system, about the size of a skate-board, which
could pursue a fleeing vehicle, slide under it, and somehow immobilize the
vehicle with an EM pulse. I think that concept needed a lot more work.

They did field a security gate immobilizer, where a small wand arose from
the roadway and gave a zap to the underside of the car. This was a direct
connection, not an EM weapon, and was suggested for places like border
inspection lanes.

Haven't heard anything about the company, or the immobilizers, lately. And I
haven't seen any little whips sticking up out of the roadway, or any
high-speed skate-boards zipping down the freeway.
