For a number of reasons ('security'), you don't hear about cases of
interference with the emergency services, in case the evidence discloses
how to do it for personal gain. (Anyone remember the 'Dick Barton'
series that featured this?) The offending equipment is confiscated and
future activities of people concerned are sometimes monitored. Even in
peaceful old UK, the authorities go in heavy-handed against pirate
broadcasters, and their own video shows that. (I can't find any
reference to the video on the OFCOM web site so it may not be publicly
available.)

Ambulances don't at sick children and cardiac arrest victims, no firemen
present at house fires with people trapped, police fail to respond to
robbery with violence, especially at a B**e site. Lots of desirable
merchandise....
