What do you mean by 'margins' in this context? Generally, the spectrum 
managers ask for X dB(uV/m, based on complaint levels (probably with a 
built-in 'safety factor') and the equipment manufacturers propose (X+10) 
dB(uV/m)[**], based on what they can achieve at low cost (probably with 
a built-in 'safety factor') and some compromise is reached.

[**] Except for power-line communication, where the opening bid was 
(X+60)dB(uV/m)!
