Peter,
  Have you tried discharging the built-up charge on the printer between
impulses.  If the power supply lacks a ground (and therefore the product has
no way to bleed off the energy), this could be an issue.

See section 7.1.3 of 61000-4-2 for guidance on how to bleed off the charge
between impulses.

The problem that I have is that my power supply is a class II product. i.e. I
do not have a true ground and also as we all know the printer is in a plastic
box.
