There is harmonized and there is harmonized. A transmitter has harmonized test standards, harmonized frequencies and harmonized parameters.
In a case of WLAN it also depends on the power levels. For example is France the frequency range of 2454-2483.5 MHz has a restriction of 10mW for outdoor use. So, if your WLAN eirp does not meet the 10mW requirement it is ‘restricted’ in its use.
