I originally posted this question on this forum.
As this is my first experience in this matter I have read, asked and followed
the responses on this forum very closely.
I would like to thank all of you for your suggestions, information and
guidance.
I have been wheighing all arguments. And I have reached some (personal)
conclusions.
-1- there is always overlap between standards
-2- standards do not cover verything, that is, there are grey areas
-3- after considering all standards - CISPR11, CISPR22, IEC 61800-3, EN
50370-1 - I would
say that CISPR22 best fits this specific equipment.
-4- however, there is - to my opinion - something missing in CISPR22 because
it does not consider industrial environments. That is, it does not
differentiate between
connected to the public low voltage (or domestic) and to non-public low
voltage
supply systems (or industrial). This drives industry to using CISPR11 or IEC
61800-3
standards, where the conducted emissions limits are higher. I think these
higher
limits are technically justified in certain type of equipement.
-5- the situation in the USA is similar. Do we need to use part 15 (radio
frequency
devices) or part 18 (ISM equipmen)? I have asked the FCC for an answer. This
will
take some time and I will forward their answer to the forum.

This highlights the problem of the too-wide scope of CISPR 11. It
ignores the fact that there are other CISPR product standards that
specifically cover certain products, whether or not they use RF. And
these days, ANY product that has digital processing 'uses RF', so CISPR
11 can be 'read on' to anything that is not wholly analogue AND has an
operating band that does not extend beyond 9 kHz.
Your hi-fi falls within the scope of CISPR 11. So does your PC. CISPR
22? What's that? (;-)
Printers are ICT products and fall within the scopes of CISPR 22 and 24.
It may be also necessary to apply other standards in view of the size
and power of the product. IEC 61000-3-11 and -12 apply, certainly.
