Of course, it may be that the product committee SHOULD have taken Annexes B and C into account and made provision in their standard accordingly. Under the new EMC Directive, an appeal to either Annex, 'over the head' of the product family standard, is not ruled out, but full compliance with the product family standard cannot be claimed in that case. This is in accordance with the principle that the manufacturer must show compliance with the Essential Requirements, not with any particular standard.
