To answer your specific questioin, no I do not believe it was properly applied. In the one case I was involved with, it was an ultrasonic sensor that could be connected to anything, including (and most likely) a large system that is AC powered. My point is that I don't think annex B should be applied anyway, since it is an "informative" annex, and there is a product family standard that applies to this product that does NOT have a provision for raising the lower frequency limit. Think of it this way, Annex C is also an informative annex, which deals with the proper selection of the test level. If testing to a product family standard that specifies a test level of 10v, can you use the "informative" annex of 61000-4-6 to justify lowering the test level to 1v?
