To answer your specific questioin, no I do not believe it was properly
applied. In the one case I was involved with, it was an ultrasonic sensor that
could be connected to anything, including (and most likely) a large system
that is AC powered.
 
My point is that I don't think annex B should be applied anyway, since it is
an "informative" annex, and there is a product family standard that applies to
this product that does NOT have a provision for raising the lower frequency
limit.
 
Think of it this way, Annex C is also an informative annex, which deals with
the proper selection of the test level. If testing to a product family
standard that specifies a test level of 10v, can you use the "informative"
annex of 61000-4-6 to justify lowering the test level to 1v? I think the
product family standard rules in this case.

Was Annex B applied correctly? Only very special setups are subject 
to higher starting frequencies, e.g. the keyboard attached to a 
battery powered PC, never used with AC adaptor.

Most devices are galvanically coupled to sources of low frequency 
disturbances, in this case the starting frequency must not be raised.

I read this from Annex B and it makes sense.
