I said "vast majority," to imply "vast majority."  Nothing exclusive about
that.

Perhaps, but then ยง1.1.2, first dashed paragraph addresses at least some of
this.

Perhaps I'm mistaken, but I recall there being more than a couple of generally
used or accept reference electrodes (depending on use environment and personal
preference) and the choice of electrode makes a difference in the potentials
obtained (though can be corrected for, under many circumstances).  The missing
specifics of the test methods also lead me to question the data in the table
of Annex J.

But then, we're saying much the same thing.
