I have a little information on the possible origins of 60950 Annex J.
Please note the following information is for reference purposes only.  I am
not stating definitively that this information is the basis of Annex J, nor
I am not stating that the information in Annex J is correctly applicable to
Information Technology Equipment and the environment in which it is used.

The values listed in Annex J appear to be from ASTM G82: Guide for
Development and Use of a Galvanic Series for Predicting Galvanic Corrosion
Performance.  In particular, Annex J is close to the values given for
metals immersed in sea water.  The scope of ASTM does give appropriate
warning and states: "This standard does not purport to address all of the
safety concerns, if any, associated with its use. It is the responsibility
of the user of this standard to establish appropriate safety and health
practices and determine the applicability of regulatory limitations prior
to use."  ASTM G82 gives ranges where 60950 gives specific values, so there
isn't an exact correlation.  A copy of the ASTM G82 table is in this link.

I cannot say with any certainty that the ASTM standard is the origin of the
table.  However, it is likely that Underwriters Laboratories used ASTM G82
in their standards and it has been copied through the history of revisions
all the way to the latest versions.  If anybody has more definitive
information on the history, I would like to know the correct story.  I
would also be interested in better sources for information on the corrosion
of dissimilar metals in environments more common for Information Technology
Equipment.
