I have no idea what 'by reference to standards' means; the word 
'standards' is ambiguous; does it mean 'IEC 6xxxxx' or the 'standard 
volt and ampere'.

Electropedia shows no IEC or ISO definition of 'scaled' or associated 
words relating to some adjustment or measurement of a piece of test 
equipment.
